I have the same monitor. Doing the same as omghaxcode and changing the background to black....I had the same results. I barely noticed the glow on mine and yours is really pronounced.
Capacitors can hold a charge for years, until discharged. You can actually be electrocuted (theoretically...not sure it's ever happened) by the large voltage/wattage capacitors. You won't find any of these in your computer, but you can still get a pretty good shock.
Have you tried swapping the fan with a known good one?
I assume the fan message is default message from BIOS, but I could be wrong. It may say that even when there is only one fan present.
