I would probably suggest a complete reformat and reinstall of Windows. If you wanna back up your data either borrow a friend's Mac/Linux PC and use it to copy the data files that you need or be prepared for another hosed windows install.
For TTL you need something like a hercules video card. Most I've seen are ISA. TTL is actually a digital interface. I have a TTL monitor (IBM 5151) - it's greenscreen. They're nice for your standard 80 column text display.

If he lives above you, install a large hugger-style ceiling fan in your main room and run it on full all night. Louder the better. Make sure it's screwed TIGHTLY into the ceiling supports so that it shakes the whole foundation of his floor.
