so you have video until it boots all the way into Windows.
Try booting into safemode and see if you have video there if you do you might have a driver problem if it doesn't work in safe mode then its probably just going bad. If it is working uninstall all the ATI Stuff and then boot back...
I have sold and used alot of these Power Supplies and both fans have always spun just very slowly until the system gets hot then they do speed up.
I would contact Antec and get it replaced.

Windows 98 isn't going to work because you need the long file names plus if its a NTFS drive then 98 won't be able to read it at all. I would build yourself a Bartpe disk and see if you can get what you need off of the drive. Here is a link.
