I have the same motherboard but I have an Antec Trupower 430W power supply....and I have noticed the voltage fluctuate slightly (as yours is) but I am yet to find any instability due to this....

I happen to have just the setup you are referring to...(an IC7-Max3 and OCZ PC4000 Gold Edition 1024M (512X2)) I will be putting it all together on Monday or Tuesday and I will let you know if it is worth the extra $$$ or not. From what I have seen in some real world benches it should be...
