hey man nar the problem is my asrock board doesnt support my cpu it only gives out 95w when i need 125w so i bought a new board and it should be arriving tomorrow!

im not getting that board anymore because i just realized its a bloody american site...

no its not my gpu because the same problem occurred with my GTX 560Ti the frame rates only go to 13 and the problem has always gone to 13 and it lasts for roughly 15 seconds then it shoots straight up to 60fps again yeah its stutter lag...
