PORBLEM SOLVED! After searching on the web for hours, I found this site: http://www.aumha.org/a/shutdown.htm Apparently Norton Antivirus was screwing up my registry. I fixed my problem by following the directions on the page. Thanks to everyone for their suggestions!

Ok, I found it under msconfig and fastshutdown IS enabled. Yet it still won't do it. Anyone else?
