Tried absolutely everything and then decided to reformat drive and reinstall Windows. Works fine now. There probably were some underlying issues but could not find anything. Regarding PCI graphics card - I live and learn. Will get an AGP card next.

Tried Driver Cleaner and it made no difference whatsoever. Completely baffled.
