Can someone explain how to setup or create a domain in Windows XP? I think that you cannot setup a controller domain in Windows XP. Looks like you need server OS. Is this correct?

Well, godaddy has a $10 month cgi capable deal but they did not have the script for a forum and I am not a programmer. Where would I get a script that I could set up.
