It shouldn't. The only reason it would is if your network settings weren't set correctly. Anytime you leave it to the pc to configure anything, it will be slow.

Sure, again I feel this is a OS issue, not hardware. So what I would do to confirm this, is get a spare HD, (Hopefully you have one) and test a basic install. No peripherals except video. See if it works then. Then one by one install parts till the problem resurfaces.

Did you install this on your home PC? Because the address you are giving is a uninversity address. If the PC is behind the Uninversity firewall, this wont work unless you know the admin. The only way you can get people to connect to your PC is if you can control the outside...
If you go to display properties, check the screen saver section. There is a check box to turn the monitor off after x minutes of inactivity. Check that.
More than likely, this is not a hardware issue. What I would do is go to windowsupdate.microsoft.com and update your XP. Also, make sure you have that latest motherboard drivers from your MB manufacturor.
