No OS can override the BIOS until the boot process is to the point of reading from the disk, since no OS is loaded yet to do so! But once the boot process gets to the point of reading the Master Boot Record then it becomes possible to bypass or augment the BIOS (i.e. drive overlays).

Dell still lets you do alot of customiztion (though they seem to be trying to push preconfigured systems more now) but you can't change the power supply or motherboard. They test their systems thoughoughly so the power supply shouldn't be a problem - the last thing Dell wants are lots of people...

For an off-the-shelf system Dells are among the best. I'm not sure if they are still using the proprietary power supply connection which precluded changing power supplies. Could it be for software control of the monitor settings? Some newer monitors use a USB connection for that.
