That's not because Bush is in office. When things go bust whoever is in charge is going to react in a way that is popular with the people. Bush has no plans, nor ever had any plans, to take white collar crime more seriously.

People who grow up uneducated, poor and desperate are more likely to commit crime. The powers that be like to keep those people uneducated, poor and desperate, so they can be arrested to show progress in the War on Crime / Drugs.
