This sounds like an issue, but the details of it don't represent my issue or I'd imagine the separate displayport/dvi monitors issue. My issue was occurring consistently with two 60hz monitors - one on DVI and one on DisplayPort with an r9 290. The same issue does not occur with an hd7850...

I have this issue as well with a single MSI r9 290 gaming card. Additionally, something quirky and related to it is present in their linux drivers (at least the fglrx drivers with Mint 17.1), which is frustrating. There's flickering/tearing when scrolling text documents in certain software...
