All you need to do is download, burn, and boot from this program and you can remove any password on the system.

I've done this many many times with Windows 2000 and Windows XP Home/Pro.
This is a must have tool for any Windows user.
I have shipped my computer back and forth from Arizona to Alaska many times. This is what I do. I remove the hard drives and hand carry them. Make sure everything in the case is screwed down properly. For the box I use the shipping box that my case came in. It has an exact styrofoam cut out...
My recommendation would be to back up important data (music, pictures, saved games, emails etc etc) on to DVDs or spare hard drive space and then do a fresh install of Windows on your new hard drive. It will be easier and cheaper to do it this way rather than what you have posted. That being...
I'm not sure what to tell you. I have a 6800GT and the same PSU. When I use RivaTuner to turn down the fan speed the PSU stays the same. Are you sure the noise is coming from the PSU?
I would try putting in the WinXP disc and doing the sfc /scannow first. If that doesn't work you can try this:
If you get an error Windows cannot find HELPCTR.EXE, it may be that a registry entry has gotten corrupted.

This is a good site to learn about diagnosing power supplies. Do you have a multi-meter? It is a most helpful tool.
1. Never had to RMA anything before.
2. Its known to happen. Especially when the computer isn't turned off...

Well, my first inclination would be hard-drive and/or RAM. You say you tried it with Known good RAM. Did you try running memtest86 on the RAM? How old is the hard drive?
Sounds like the motherboard is shorting out. Did you remeber to put in the copper standoffs? Or those little red disks between the case and bottome of the motherboard (they go around the screw so the mother board isn't actually touching the case).
EDIT: Sorry I just read that you tried the...
hmmm if you did the screwdriver trick as I said then it should have started (make sure your touching both pins at the same time). Makes me think the power supply is not giving out power. For the multi meter use this link:

Or if you...
You can start the computer by taking a flat head screwdriver and toucing the tip to the two power switch pins on the motherboard. The metal screwdriver completes the circuit.
Also, make sure there is nothing that might be causing a short on the motherboard (i.e. a spare screw that is laying...
