Compaq (and most other brands) do their utmost to PREVENT you f*cking around with settings such as FSB.
Instead of jumpers, they would probably use solder pads for FSB :)

Remove all the components from the case, and have the comp just bare on the table.
PSU, HDD etc... Take out all of the PCI cards except for video. Re insert the RAM, cards and CPU\HS. Try it out.
IF it still wont turn on, try another PSU.

Perhaps you didnt put the HS on correctly, and made an air bubble? That has happened to me before... 3C difference after i replaced the HS. I cleaned off chip \ HS with acetone and reapplied a REALLY thin layer. Back to normal temps....
Easytune is just like SoftFSB - it changes the speed that your chip 'talks' to the rest of the components... sorta.
It will be on 133(266doubled) at the moment... just boost by 5 mhz till you reach about 145-150. If its still happy, keep notching up the FSB untill its stable.

I had an idea... If you used rare earth magnets to hold the plexiglass onto the case side... that would mean it is easily removeable and replaceable etc... for cleaning and the such...

I just got my TBird 1200 happy @ 1476 again. Yay. 11 x 133 1.92V
Stable as a rock. 42C idle and 45C or so when under load.
1500 is do-able, but the slight performance gain isnt...
The XP1600+ is just a 10.5 x 133. Most mobos should support that.
If it doesnt auto - detect, just manually configure with DIP switches or jumpers.
Or is there something else that would prevent an XP from working with an older board?
