Yep. That is how this Sony card thing works out in their favor. They give you the 200 bonus cash or whatever, but if you forget to pay your bill, then the super high interest rates will get ya. But for those that are careful, (like me :) ) Yay for 200$ cash back! :)

This should be hot :) You really only have to use the card once if you, then you can cancel. Also, after you apply for the card, you have 45 days to make that 350$ purchase. I think I'll wait for that upcoming PS3 "price drop" that is possibly coming.
