I had sort of the same issues with low frame rates, (with CS:GO, and bioshock) and spent a couple of hours mucking around with settings in Catalyst. I eventuall managed to fix the problem by updating my Motherboard bios/drivers. (via gigabyte @bios). Not too sure why, but this seemed to fix...
