Yes you can get around doing the full XP install before using the Win 7 upgrade media.

I would look at concrete5. Its a pretty cool CMS system that is simple and easy to use. As for hosting you will still need a place to host the website.
If you have one handy I would also run a tape cleaner through the drive several times before you start recovering data. If that is part of the problem with the backup jobs failing it could help.

That is exactly what they are asking because that is the very reason for the question in the first place. I suppose the question could be formed more precisely.
