Go into control panel, find IE, double click and choose repair. That should do it. Is it not working at all, or is it only not working off the desktop or off quick launch?

Been told by a couple randoms that it is most likely my BIOS battery gone crap. So I will be replacing that tomorrow and hoping for the best.....

Change the FSB inside the BIOS. Go into the BIOS and then it will probably under "advanced options" From here find "FSB Frequency" or similar, and change that to a higher value. Not sure but probably 266mhz, or 200mhz.
