Incredibly low fps with Radeon 6950

I today actually got a new dell xps 8300 with i7 2600, 16gb ddr 3 1333mhz and a 6950 2gb when i switched it on i installed 3dmark11 and in performance mode i get around 20fps and in extreme i get around 7fps is this normal with this card?
