You shouldn't be getting those kinds of temps with any direct contact HSF. If you have a 95W CPU, 40c is the max you should see under full load imo, even if you overclock/volt.

If this is your first build, make sure you put the pegs in underneath the motherboard. If you didn't, the board will fry on the case. I made that mistake some years ago with my first build (a twin build actually, so I fried both mobos but luckily I still RMA'd them due to ECS's stupidity).
You really don't need to upgrade your CPU. If you're having speed issues, it's most likely due to your hard drive or video card, not your CPU. That's one of the best home-consumer CPUs available. I say wait until the next generation of AMD CPUs comes out, then go for a hex core.
