I would say no... Even with just the motherboard, processor, RAM (512MB?), Hard Drive and DVD drive it goes over 120W (so says http://takaman.jp/D/index.html?english).

Barely warm? Meaning you can barely feel it's warmth? If so, that's a bad sign that your heatsink has bad contact. Try remounting your heatsink (even though you mention that it only happens when you restart, it just caught my eye...)
