Can't help you out with your problem, but I can let you know that it is some problem on your end... I just set mine up to run in Jumper-Free mode, A7M266 Athlon 1.333/266. Zero problems getting it to start up. (Problems getting it to soft-Restart, but that is a different issue...) Sorry.
