After exchanging with Gigabyte tech support I abandoned mission and returned the motherboard to Amazon. I have an Asus X470 Prime as a replacement waiting to be installed. Thank you everyone for your suggestions.

I've decided to send back the memory. New memory is coming today that *is* on the approved list. I will post results.

I found one setting that made a difference. Under Perhiperals | AMD CBS was interleave size. Changing that to 2K (the max) increased benchmarks from 16GB/s to 21GB/s.
