You mentioned the pc has W98. There was a patch for 98 concerning shutdown once upon a time. It's been so long since I used 98 I don't know if there is still a site at MS where you can download patches. You might try that before pulling the pc apart. Just a thought.
If you can boot to DOS from a floppy drive, grab a copy of PartitionMagic, make a set of recovery disks, boot them up and see if they can find the drive. If so, you can then partition and format the drive.
alvinator, your thought to get memory recommended for the mobo is on the right track. I bought off the shelf cheap for my PC and had the same problem with installs you are having. Changed memory and everything worked. That may be the answer.
