heres their response and btw im using xp and not vista. the problem is definitely their bios in my case. at least they responded the next day i emailed them.

@justsomeguy6575 thanks for the info I appreciate it. Was also having the same problem with p35-ds3p rev1.0 after flashing to F9 and I was gonna flash bios back to F4 but since you said that it works fine if vcore is set to normal, and it did I guess i'll just have to stick with this until...
