Ethernet limited/no connection on brand new setup'

Your using Windows XP SP 2 right? If you have a firewall installed (or XP SP2's firewall enabled) disable it. Then go to a command line (start run type cmd) Type this in the black box. netsh int ip reset resetlog.txt and hit enter. See if that works.
