I'm having issues with this sort of setup with a 1000w Seasonic and 2 x 2080 but I'll make a new thread, but OP should probably follow it since it's almost exact same situation.
I've had to deal with RMA 2 or 3 times recently with Enermax for the liteq 360 AIO and the communication was always prompt at least. Last time they paid for shipping and it's still working.

Wow! Thanks, that was it man! It stopped working completely; one of the cables had wiggled loose somehow, but it seems to be fine now that its in. Now I'll just have to overclock it again since I took out the battery and reset everything again. We'll see if I have the same weird 4.4ghz issue.
