Sysax FTP Server with HTTPS support should work with IE or any browser. It basically acts like a web server that lets users log in and upload or download files from any web browser.

Found a great free FTP / FTPS / SFTP server recommended in this forum by kevnich2 called Sysax FTP Server at http://www.sysax.com/ that should work nicely for what you need.

Like kevnich2 pointed out, Sysax FTP Server at http://www.sysax.com/ has both free and commercial options, and supports ftp, ftps, sftp, and web based HTTPS file transfer. Looks like you can even configure it for secure shell access if you need to.
