Start with what you can check first. Check your PS then go from there. You could always plug the ram into another system and see if the same problem pops up. If it does, take the ram out and get new memory.

Sounds like a problem I saw not too long ago. Grounding issue. Check to see if there are any leads from your MB that are making contact with the case. I've seen some cases over time get warped from bad handling and weight applied to them. I would take the system apart and reseat the MB...
Invest in a power conditioner... worth it's weight!
99% of failures like you experienced are power related. A good UPS will do power conditioning. Cheaper than having an electrician check your home!

It would be a little easier if you'd provide motherboard make/model. Last time I saw the grounding issue, it would cause the PS to shut down.. maybe, maybe not. More than likely you do have a wiring issue due to the lack of documentation.

If you want to check on your voltages, you can use this industry standard listing as a guide with a multimeter. Just remember that if you have good power, but dirty power, you'd need an ocilliscope for that.
