I had that same issue and if i remember correctly it was jumper settings on the motherboard. Not sure if your board has any such settings but its worth a shot.
Try these drivers for your creative card, I have an audigy 2 and use these and let me tell you its like night and day compaired to the creative drivers.

jesus, by reading this am i hindering my system by having (2) 256 ddr 2100 chips and (1) 512 ddr 2100 chip? Because if I try to go past 333 fsb my shi t won't boot.
you have to run that program in dos for win xp, cuz if you run it in windows it won't copy any files being used to run the O.S. . I had the same issue and doing the drive image from dos solved it :)
I'm sure this has been asked many times but I'm stumped. I just installed a Barton 2600 XP+ and set my bios to expert and changed my FSB to 166 (333) and my mutiplyer to 16. Well everytime my system reboots it changes it back to 11.5, so instead of getting the 2.1 it should run at I'm at 1.9...
