Pretty sure you mean "Soldiers at War" from 1999, it played almost like Jagged Alliance, it was a good game. I also forgot the name and had to look it up in wikipedias list of Turn based tactical games.
I tried OpenTTD, but just didn't get it. It seemed way too simple, but somehow lacked the motivating power of Railroad Tycoon 2.
The best Tycoon games I regularly play are:
Patrician 3 (very deep, but requires some effort)
Port Royal (similar but easier and more lighthearted)
Capitalism 1 or...
I played Morrowind and Oblivion alot, Morrowind more, but I only finished Oblivion once. Both games are great to enjoy the various areas and cities. Loved the diversity of Morrowind and loved the beauty of Oblivion.
Levelscaling drives me mad eventually in those games, there just does not seem...
