I finally got back to this. I pulled both CPU0/CPU1 and the 4 ram modules associated with CPU1. I put the original E5-2620 v3 in the CPU0 slot with 2 ram modules and it booted fine. But when I put 4 modules in got I the same 5 beep error. So guess it is either a bad ram slot or something wrong...
Turns out their equipment on the pole was failing. It was giving multiple errors. I assume it has some error correction that was throttling down the speed.
