Ever since GK104 AMD has been a generation behind. And unfortunately for AMD, that hasn't changed since. Hawaii was only an attempt to get alongside. If it weren't for the price advantage, only real AMD adepts would buy a card pushed to extremes to compete with GK110.
So both on the CPU front...
Well, in my simple view, the 285 is just a 370X released early, so that they can already benefit from cost savings (smaller memory bus, less memory...).
Additional features must for now make up for the lack of performance improvement. But it will be a great 370X
