I would go with Multiwave Direct. They might not always have the lowest prices, but if something goes wrong you know they will help you out. I have ordered from them twice and everything arrived on time. That is good considering they are in California and I am in NJ.

I am not sure about places that sell old programming software, but I do know of a good free c++ ide/compiler. It's called Dev-C++. You can get it at http://www.bloodshed.net/.

If you already have a video camera you can get a TV Tuner card for about $50 and just use that. The only down side I can think of is the webcam is more compact and fits on desks better.
