1) 37C is fine. Anything below 60C (under load) is fine.

^^As the two posts above me have said - these features only reduce your speed (and therefore power and heat) when you're not maxing out your CPU.
Unless they're causing problems, leave them on.
There are a few massive threads over on the nVidia forums about this.
It's primarily a driver issue (just on the 7900 in Vista) - and nVidia doesn't want to fix it - if they do that, you're not going to buy an 8800 anytime soon.
Drivers may help, but there are no promises.
