If your backup fails, get another hard drive. You'll still have more money than if you went the tape route. The only thing to worry about is losing both at the same time.
Unless you're a hard core gamer (which you don't appear to be because you don't want to upgrade your video card), your system seems like it would be fast enough for most uses. Use the $300 to buy something for your house or some new clothes. Or just treat yourself and your SO to a good meal.
You want to save money, here are a few ideas:
* The DVD-ROM isn't absolutely necessary. The DVD/RW will suffice for now.
* You can save $100 by getting "value" memory, though it will probably be slower.
* Do you really need 3500+? You can save $100 by getting a 3200+.
