Major D'OH! I had connected the new HTPC to the wrong HDMI input on the tv, and since on the TV I use, nearly all settings are local, don't apply to all inputs, "24p fluid motion" was enabled on the tv. I apologize to and thank everyone who tried to help.

The effect is there regardless of refresh rate, and XBMC sets the refresh rate automatically.

Hey there and thanks for your reply. I have a different monitor that I have tested with other than the plasma tv that I am trying to use it with currently.. Unfortunately, that monitor (24" dell something) doesn't sync at low refreshrates. I will try with some 30 fps material though asap.

I only use XBMC. No fancy plugins or anything. But yes, what I am experiencing does sound like "fluid motion". Completely unwatchable for me.
