This almost certainly won't be the case, but have you checked that you have connected the small 12v ATX power connector that delivers the CPU power as well as the larger ATX power connectorthat feeds the rest of the Motherboard?

Tried a few more things and can now say for sure that the problem is not related to NAV but some other component in NIS.
