Well here is the fix..
It appears that the adapter for the molex-to-8 pin 12v motherboard power was bad. I guess it provided enough power for 1 cpu to post, but not enough for 2. I went to Frys and bought another one, and now everything boots up fine and is operating normally.

I have a molex to 8-pin adapter for the second 8-pin adapter. My power supply has 1 8-pin adapter. I just bought a different molex adapter.. but here is where I don't think that would be the issue. If I unplug 1 of the 8-pin power connectors.. it won't post even with just 1 cpu in socket1...
