I say just stick with the 6600GT. Mainly because it's your friends system and not yours, and he should get whatever he wants. Besides the difference of those card are not too much, it's not like a 9600pro vs x800.
Try once more to push the 6800, but if he still want the 6600GT just let him...
yup you should be able to max everything at the 1024 x 768, you should beable to up all the way to 1600x1200 too. But at that rez your frame rate will be at something like around 30.

even with Fairuse you should still beable to preview what you want to encode., try it.
but if you want to get good, and encode good quality stuff you really need to test them out to see which programs works best for you...
You can also try DVDx.
I haven't done encoding for a pretty long...
All you need to know is the 26 alphabits for you to read/say ATI,, but you will need alot more work before reading/saying Nvidia.

I'm guessing you should start seeing the x800xL about mid Feb,, and the price range will most likely be $300-$350.
As for the pre-order special? it's doesn't really matter how much they paid for, it's all comes down to how much you are willing to paid to get a x800xl. Since their's not...
well, my ATi 9800 supports powerdvd's hardware acceleration,, along with all the other radeons, all the way down to the 7000s.
So you might want to try a different set of videocard drivers or check your copy of powerdvd.
it might be cause by your new Nvidia drivers having conflicts with your old ATi driver that you did not yet removed. You can try using a program call driver cleaner to clear all your old ATI files. and then reinstall your nvidia one.
It might be your Nivida drivers too, so you can try...
