The 1620 V3 is a far superior CPU compared to it's i7 4790K/4770K siblings. Not only does it have 40 pcie lanes, it has a soldered IHS and overclocks to 4.5-4.8 easily. Remember 1600 series V3 CPUs have its multi unlocked.

AsRock is the easiest to mod BIOS, I believe Canonking made a custom BIOS for it. The only thing that might hold you back would be the VRMs, but you would still hit a 8-10 core turbo of 3.8 and an all core of around 3.1 to 3.3. I don't think you would be able to hit 3.4 and 3.5 like some of us...

I meant to quote you originally, you only have a modded BIOS for the AsRock Extreme 4/3.1 not for the original Extreme 4. I was going to try to flash it but in the AsRock website the BIOS are different with different release dates. Which leads to believe they are not the same.

Have you tried disabling fast boot and secure boot? Those two setting did the trick for me for the driver to auto load.

It exists on i7 Haswell as well, both my old 5820K and 5930K dropped 1 turbo bin when AVX was in use. It also needed a lot of voltage when overclocked to maintain it. With no microcode Haswell EP should only drop 1 or 2 bins.
