My 5 years old OCZ PowerStream start having undervoltage issue (12v led light showing yellow/orange color) and it has causes me a lot problems (computer freeze, auto restart, won't boot) recently. I'm consider replacing it with a better PSU since I probably gonna build a new rig next year...
I personally would not go anywhere above 1.5v. From your description seems that B3 chip is reaching the limit, I doubt you gonna get much more out of it even with more voltage. Like myocardia said, B3 stepping chip just not that good for oc.

Your CPU dropped 7-10 C ?! Thats amazing consider you only lapped the heatsink. From the threads I been reading the biggest drop of temperature are come from lapping the IHS. This G0 core is really full of potential.
What lapping tools did you used btw? Finest sandpaper that I can find are...

sorry didnt mean to be rude but thats the fact. you have 1 of the best stepping for opteron 146 and plan to overclock to an ambitious 2.8~3G + range, and you are using VALUE RAM!
