For a quiet HSF combo I would recopmend the Taisols cgk 74 or 76 series Heatsinks. Very eficient and silent HSF's. Enermax would be my choice for PSU as they also do alot for cooling your Ambient case temps while helping to keep noise down.

Ive used the Taisol cgk 74 series for some time now on my duron 600 OCed to 1008. It runs real cool. and the fans are easily upgradable in the future. the clips are by far the best around utilizing all 6 nubs on the socket.

I ran My Taisol with 2 YS-tech 60's side by side and got great results as well. I just recently Moved one to the side to pull air out to the back and the other is on top pushing in. seems to work a liil better for the cpu die itself. I did lose a lil chipset cooling tho as a result on one...
