I don't think the CPU clock is the issue at all here sadly.
As a note, if i set any short term or long term power limitations (eg: limit it to 75w) i get crashing within 5mins...

Heat is moving from CPU/iGPU to chassis as it now takes ~1-2hrs at full tilt to go from ambient to 90c. Ambient temp is around 18-20c.

Well copied the file across instead of just trying to load it and then run windows And it seems to have taken.
Running the 705050 file as i was concerned -100 might be too much without being able to test it.
i got +50 score in XTU and the cpu now idles around 670mv.

Ok, i tried your v3_1005050.efi file, and i get the message:

It appears to load, and the result is identical to the v3 efi file.
All core turbo works but voltages dont appear to be any lower (just monitoring these in hwinfo) and...
Ok so flashing the Bios IC directly works.
I can run EFI.v3 and I can then log into Windows and confirm all core turbo works (+~20% gains in XTU)... However, I can't copy the EFI file to the boot drive.
MSINFO32 tells me Windows is running in Legacy mode.... but i'm running on an NVME PCIEx4...
The Asrock X99 Extreme 4 has 2 socketable bios chips.
Makes it easy to remove/update atleast.
I have a Sofi SP16 at work I can borrow to try and flash.
