Do yourself a favor and download Movable Type. Then read read read the configuration documentation. You'll be so glad you tackled this once your Movable Type blog is up and running. It's not the easiest thing in the world to install, but it is crazy configurable and totally worth the effort...

Are you talking about CICS that runs on a mainframe? If so, I know of a few different pieces of software that will let you do this. I work in a large mainframe datacenter and we use them all the time. Let me know and I'll post the names of them!
