Just did a search on google about the problem. I guess a few sites that have tested the soyo board have come up with the same readings and then try an independant temp probe and find it to be incorrect. Some state that the temp is 35C when the bios reads 70C. Not sure if i should send the board...
when i removed the heatsink the paste looked like it had even pressure applied to it by the heatsink. As for the heatsink getting good solid contact i can only go by it mounting correctly in the heatsink cradle on the board. I still think something has to be funny if the heatsink is only warm...

My heatsink didn't come with a thermal strip. It came with thermal paste. I used a thin layer on the entire cpu top and then rubbed a small amount onto the bottom of the heatsink. As for position of the heatsink. i referenced the diagram in the manual.
