water cooling is very silent. it uses ( in the koolance case) 3 slow moving fans. So unless ur computer is ancient enough to not need many fans u should really look at the koolance water colled cases.
Curently the best and easiest way to hit the mythical 3GHz mark is to use a 2.4 nothwood and a water cooling kit. I am a big fan of koolance water cooled cases. W/ a 2.4 and a water cooled case u will hit over 3GHz. I Hit just fractionaly over 3 GHz w/ a water cooled 2.2 Northwood.
As i suggested down below check out www.koolance.com. It has some awsome cases w/ water cooling right in it. New Egg also has koolance cases and all the nessecary water blocks to go w/ it.
