I have the latest bios update, and also I had the psu unplugged when I cleared the CMOS and pulled the mobo battery. Still the same result with my old cpu and the new one. I had a friend suggest that I should see if I can get a new bios chip for cheap and try that, is that worth a try?

Yes I did, even pulled the battery and let it sit for a few minutes but it did nothing.
