You can set up multiple virtual environments within an os using vmware or virtuozzo's operating system virtualization technologies. They will behave independently of the underlying os and you can manage each of them separately.
Depending on the make of the server it may be configured with lights out management such as ILO for hp servers or drac for dell servers. You should be able to reboot servers remotely through those interfaces.
