by that time dual core processors should be out. you could probably get a lower-end dual core at a decent price, but dependent the brand you'll need to be careful about motherboards. the new ati r520 chip should be out by then, so you should also be able to find a decent mid-range vid card.

both amd and intel perform very well. amd is a bit better for gaming, while intel is more application oriented. you really cant go wrong with either and the more they compete, the lower their prices will be for us, the end-user.
sounds like a ram problem to me. make sure they are seated correctly. if its a dual channel setup, make sure they are placed in the correct dimm slots.
mac is good for media editing and ease of use.
pc better variety of programs to use.
i've got both a pc and a powerbook. no preference, but depends on what you are using it for.
price on that mobo is high of high. i got mine for $199 at zipzoomfly on a special deal.
is your cpu the newcastle or winchester core? i'd recommend winchester since it runs a bit cooler. for your gpu, 6600gts are good, but go for the 6800gt if you've got the $$$ to spend.
